Can a Force Spirit count as an enemy to activate the Diplomat special ability and therefore make said diplomat almost impossible to target out in the open?

Yes, that combo works, but its not as powerful in practice as it appears in theory. Cloaked or even Stealth works better.

Also there aren't that many "good" diplomats to use in that fashion. Leia Senator and Ani (or Obi) force ghost is a great way to get gambit, but it doesn't deal much damage and beyond getting gambit doesn't do much.
