I just wanted to be clear on the rules for the ability Savage, as it is one that I haven't used a lot.
Here's the situation: Savage Oppress now has the Savage ability, as well as 5 FP. He is not adjacent to any enemies. But there are multiple enemies within 5 squares.
Can he use Force Repulse 5, even though that means he wouldn't end his turn adjacent to an enemy?
My guess would be "yes". Otherwise, he would never be able to Repulse while he has the Savage ability, since it pushes enemies (and allies) away from him.

If he can reach an enemy, he must. So if he cannot use repulse if he could otherwise base an enemy.
If he begins his turn already based to an enemy or cannot reach one (separated by pits or somesuch), he can freely Repulse.
