Can you use furious assault to stay in the same position and attack all legal targets? Can you wave the movement granted by furious assault?

No you must move at least 1 square. This is from the momentum precedent that moving zero squares does not count as moving.

Sorry this explanation doesn't make complete sense to me. The wording of Furious Assault says that the player CAN move up to double speed but it doesn't sound like movement is a requirement as it does with momentum.

the "Can" of Furious assualt is in reference to how far the character may move, not whether the movement is optional.

"can" is usually "must" in the WotC vocabulary. You need to move at least one square to activate.

Furious Assault

Q: Does a character with Furious Assault have to move at least one square to use the ability?

A: Yes.

Another way to look at it is that the "can" is attached to the whole ability. He "can" use the ability, but if he uses it then he uses the whole thing: "move up to 12 squares, then attack every legal target once".
