Can a mouse droid that is out of range of a CE (that affects droids) benefit from that CE?

Example: A mouse droid is 9 squares away from an ally HK-47. Does the mouse droid get the defense bonus from HK-47's CE?

No. But if two mouse droids are near each other, each could benefit from the other one.
