Location: Akron Ohio, just south of dantooine.
If both have Pellaeon would you have to tell your oppenent you're switching something, or just ask if he is and if no, reveal your swich. Now, at that point, if he did not switch and you did, can he change something? I'm thinking, no.

Both swaps would happen simultaneously, like with reinforcements. If a person chooses not to swap anybody, they will reveal it at the same time as the other player reveals their swap decision.
