if a figure had strafe and rend and twin, would they get the rend bonus every time they hit a target twice, or does it only work once per turn?

Only once per turn.
Rend does not work with Twin or Strafe, only the 2nd attack of Double, Double Claw, or single + Extra Attack.

where is this ruled? i was posetive back on the wizo site it was ruled that it worked. did it change? or maybe i read it wrong

From the FAQ:
Q: If a Yuzzum or Wampa gets an immediate attack or Extra Attack from a commander effect can this attack trigger Rend?
A: No. A character with Rend must hit with both its attacks from Double Claw Attack or Double Attack on its turn for Rend to trigger. Extra Attacks, and immediate attacks that fall before, between, or after those attacks do not factor into the determination of Rend.

What I get from that FAQ is that rend would not trigger from attacks that are from different sources, such as a free attack from leia or a free attack from a enemy moving away. But it seems the definition requires that the attacks be from that character source such as on the figures card. Since it has been clarified that a commander effect that grants a special ability is considered to be on the figures card, it would be logical (thanks Spock) to conclude that if a figure gained double or twin (the actual ability not just the wording) from a CE that would fit the reqirements for rend to work.

The flaw in the logic is that twin is a 2 for 1 special ability. Twin states: whenever this character makes one attack, it makes another on the same target. This means each pair of twin attacks is 1 attack. Twin is an augmentation of an existing attack action.
If you have double, twin, and rend. Only the first of each pair of twin attacks count for the Rend effect to activate. If you miss the first but hit the second of twin attack sequence, it doesn't count for Rend.
I remember asking this during the WotC era once Twin was introduced.
