Can you attack, then move if you don't have mobile attack?

Of course!
A standard turn (even if you do not have Mobile Attack) is either:
a) attack then move up to 6. b) move up to 6 then attack. c) move up to 6 twice.
Mobile attack allows you to move up to six and attack at any point before, after or in the middle of that movement (providing you are attacking from a vacant square).
Examples: a) Move 1 square, attack, move the remaining 5 squares. b) Move 3 squares, attack and move 3 more.
