homicidal surgery: replaces attacks: touch deal 30 damage to a living character. an allied character can instead remove 30 dam from itself with a save of 6.

Who makes the save evazan or the allied character?
and if it is character I assume u can reroll that?

The allied character. As with all saves, it can be rerolled.
