As I read Force Suppression, the extra force point is spent on 'nothing'. Or, if you prefer, is spent to satisfy Force Suppression. The cost of force powers (including rerolls) is not increased. It just says you have to spend the force point, not that the cost of the power is increased.
Force Suppression: Force 2, replaces attacks; For the rest of the skirmish, this character gains the following Force ability: Enemy characters within 6 squares must spend one extra Force point each time they spend Force points
Seems like an odd interaction where it's one 'spending' action, but the spent force points go to different purposes (1 for Force Suppression and the rest for the force power).
Naturally, wait for Sithborg, but if this came up mid-game that's how I would read it.
