If the CE affects "allies" or "characters in this squad", yes. If it affects "followers", then no.

It depends on the Commander Effect. Some Commander Effects refer to followers, so only followers (pieces without a commander effect) are subject to it. For example, General Obi-Wan Kenobi's Commander Effect says "Each follower gets +4 Attack and +4 Defense as long as it has an ally within 6 squares." Because Rex has a Commander Effect himself, he's not a follower, and he doesn't benefit from General Obi-Wan Kenobi's CE.

On the other hand, Obi-Wan Kenobi, Jedi General's CE says "Allies within 6 squares gain Extra Attack." Rex is subject to that CE, so he does receive an extra attack.
