Does 'pushing' count as moving? Ergo, can you push a character who is snared (cannot move this round)?

I do not believe they move however they still suffer the damage from the Force Push

When a character is snared:
What you CAN do: Force Push Force Repulse CE swap Passengers (Troop cart or Skiff) etc.
What you CAN NOT do: Move on your turn move though a CE Tow Cable Levitation Lift etc.
