So I just read in a comment about a DCI rule that the first to activate each round only activates one character that phase. What is this rule called? Is it as widely accepted as gambit?

I don't think this rule really has a name, at least not one I'm aware of. The "First Phase" rule?
As far as I know, it's about equally accepted as Gambit. It was created to make winning initiative slightly less of an advantage, to prevent games from coming down to that one big init roll. This was particularly abusive with Black and Blue squads (Thrawn and Vader), where you can out-activate, swap Vader in towards the end of a round, do some damage with him, then you win init with Master Tactician, activate Vader again for MORE damage, then swap him to safety. Now when you win init with Master Tactician you still go first, but you just swap Vader to safety and don't get that extra attack with him in. I think it also makes the decision of who goes first in a round a lot more interesting when you do win init, because you might want to force your opponent to go first if they can't do a lot of damage with just a single activation and you need 2 activations to do your plan.

It is widely accepted because the designer of the game intended to add it to the full game. Sadly, he was let go before he could.

I started playing this game almost exactly one year ago. I had no idea this rule existed. *face palm*

It's a relatively obscure one if you don't go to tournaments. I've had to explain it to many new players.
And yeah, it's a pretty big game changer, but like I said I think it changes it for the better. Losing a whole game because of a key init roll sucks, and this makes that much less likely to happen. One activation is often enough to put a blocker in the way or close a door or something to prevent a really painful phase, but it's not usually enough to do a massive amount of game-changing damage.
