If you bring in Marn with Fringe Reserves 30 at any point after setup, does he lose the benefits of Bribery?

i would say that you get your reinforcements that get con artist but obviously you're not taking anyone's reinforcements.

You can't go back to a previous step, so if you bring in a Bribery (or Reinforcements piece for that matter) you don't get to take advantage of Bribery/Reinforcements. Those things take place during setup. There is a precedent for requiring specific wording to go to an earlier step in Eternal Sith Spirit which specifies that "Any "at the start of the skirmish" instances are immediately resolved.".
