I recall reading something about ignoring Rigid, I was wondering if is only for non-tournament games, or for sanctioned games as well.

Rigid is ignored in tournaments:
From the Floor Rules Rigid Characters with Rigid lose Rigid in SWMGPA-sanctioned tournament play
What you do in non-tournaments is up to your playgroup I suppose.

Why does this rule exist?
Doesn't Rigid factor into each character's cost?

My understanding is that it's mainly a map issue. There aren't that many restricted-worthy maps that are also Rigid friendly. So it makes sense to lose Rigid in tournament play.

And it's just not a fun game if you can't even leave your starting area.
