this is basic, but if you can see two characters with stealth and both have cover, do you then have to target the nearer one?

Unless you have accurate, or are within 6 squares, you cannot target either.

If they are not within 6, neither is considered to be the nearest enemy and neither can be targetted. If they are both within 6 Stealth has no effect, so you can only target the nearest enemy (which is not the same as the nearest enemy in cover).

so a stealth character with cover cannot be attacked by a character without accurate farther than 6 away?

A character with Accurate shot can essentially ignore Stealth when choosing targets.
