There are quite a few. The Neimodian Soldier (The Clone Wars) is a good base. It's a good base for a lot of male characters. Just change the head.
Another mini (One I used) was an IndiClix. I have to track down the Mini's name.

That's the hard part. Not many bald guys but Mace. So, strictly Mace with green stuff breathing mask or a Disciple of Ragnos with a little paring down on the edges. I used the DoR and made a green stuff hood to cover the odd bits.

Not being an active customizer, I haven't done the research, but you may want to check out DDM or Pathfinder minis. I suspect there are a few bald guys there that could be used. If nothing else, there's the Renegade Warlock.

Heck, a lot of the new Pathfinder pieces would easily be modified into Sith and Jedi. Many are even the right color scheme.

The Sith Apprentice is a good choice. If you're happy to cut down around the sides and back, any Aqualish can also work for anyone in a breath mask (although the eyes are a little off).

The arms from an Exceptional Jedi Apprentice might work. Right pose, at least.

HeroClix: Drax is a good big bald head and easy to procure (very common).
Star Wars: Sith Apprentice. Paint off mustache. Pale him up. You have pre-breather Malgus. Or add a small amount of green stuff for a breather. (About half a pinky finger nail size dab, if not less)

Here is mine, I used the Nemodians body with I think an old republic commanders head rolled in green stuff (you can use just green stuff) the shoulder pads are green stuff as is the lightsaber and handel and the cape is from some random toy, but heroclix have great capes and you can also use green stuff. The lightning is from an old action figures sith lighting, or surprise, it can be made from green stuff. The moral of the story. Buy green stuff.

A very simple mini to make, but expensive because of the base figure, but if you have a spare?
