Can you choose to switch a character with Con Artist for an Imperial character of equal or lesser cost? The general rule seems to be that you add "and characters with Con Artist," which does appear to work with Pellaeon's CE.

It's a timing issue. Con Artist occurs during set-up, while Pellaeon's CE explicitly says "after set-up."

So I've been thinking about this some more, and I'm not sure my original answer was quite correct. There is potentially a timing issue with Pellaeon's CE and Con Artist, but I think another answer is probably better. Basically, if you chose to use Pellaeon's CE with Con Artist, you would be opening yourself up to having your opponent swap out your character for an Imperial character. It's the same as trying to use Thrawn's swap CE with Con Artist. Because it says the character with Con Artist becomes subject to the CE (they don't gain it), they can potentially be swapped around at the end of Thrawn's turn, but the player with Thrawn is the one doing the swapping.

Word of advice: if the opponent's CE relies on the opponent's action, it's not a good idea to con.

I'm of the opinion that CEs that affect the player should not be applicable to the Con Artist ability at all.

Which is true.

And while you can choose to be subject to Pelleon's CE, it is a very, very bad idea.

That's the thing that bothers me though. I see it as CEs that state "you may do something" affect the player. As opposed to "one allied commander may be replaced..."

Words are funny things.
