It says that if he has line of sight to an enemy you can choose to activate up to 3 characters in that phase or whatever, but does that mean anywhere up to 3 (even 1), or up to 3 with at least the 2 activations?

If Tarkin's CE is triggered, you can activate 1, 2 or 3 characters that phase.

You must obey both CE's, so you can only activate 1.

If I win iniative, and I choose to go first, if Tarkin has los to the enemy, can I activate 3?

On a side note, for things like Twi'Lek Black Sun Vigo's CE, what decides if you get the GMA, as you probably will move out of range at some point? Do you have to always be within 6 of it while using the GMA, or do you have to start your turn within 6?

You check for the CE when you want to use it, so say you move and want to make a double attack, you must be within 6 when making the attacks. CEs that involve starting/ending moves within 6 will say so on the card. (See Cad Bane, Bounty Hunter or General Skywalker)

Well, actually, GMA taking place in the middle of a turn is PROBABLY the most confusing instance of this, but any other multipart abilities could be difficult to determine whether or not you benefit.

Mobile Attack and Greater Mobile Attack are the only two, since they interrupt movement. Once you start a replaces turn/attacks ability, you don't lose it in the middle of the usage.
