This is the Felucians new ability, force 1 range 6 20 damage save of 11,

is this a power only to one character or to all within 6 of him?

By all accounts, its an individual and not a splash damage. It would specify if it wasn't.

No I mean is it like Repulse since it doesnt say 1 target witin 6 it says 20 damage save of 11 within 6 it doesnt say target

No, you target 1 enemy within 6 squares. That enemy takes 20 damage save 11. The card itself is just badly abbreviated.

It's like a weaker form of Force Thrust.
