Wheeled states: (Replaces turn: Can move up to 18 squares, then attack)
A special ability such as Missiles state: (Replaces attacks: sight; X damage to target and to each character adjacent to that target; save 11)

Since Missiles replace attacks, and Wheeled says I can move 18 and attack, does that mean I can move 18 squares and blast missiles?

This is incorrect. When you replace your turn, you lose your normal "attack", thus you are unable to replace it. In other words, when you replace your turn or attacks, you can't then replace your attacks again.

Yes, because the full definition does say, double movement.

In general, a turn consists of [attacks][move] or [move][attacks].

Generally, the [attacks] portion of the turn contains one attack, but it may contain multiple attacks (double, twin, etc.), or the entire [attacks] portion may be replaced by a 'replaces attacks' ability. Or if you forego the [attacks] portion of the turn, you can move twice as far in the [move] portion of the turn.

Wheeled (and some similar abilities like Charging Fire) replace an entire turn - both the [attacks] and [move] portions of the turn. They grant an attack, but do not grant a new [attacks] portion of the turn, so you cannot use a 'replaces attacks' ability. However, Twin Attack still applies since it happens whenever you make an attack (even attacks of opportunity), and is not based on the [attacks] portion of the turn.
