The wording is different. When playing Tile Wars in Chicago the CE was ruled to trump Master Tactician but I'm not 100% that is correct.

However unlike Master Tact, it trumps, and gets around Never Tell Me The Odds.

Similarly, it's nerfed by Bastila/Distraction/Disruptive, but Master Tactician isn't.
