Click on the 'Inbox' link on the bar with the 'Donate' button (not the one on the bluey-greyish bar), from there you'll find a 'Write New Bloo Mail' button.

Click Write New Bloo Mail
Select User to send to
Type in Subject and message
Click Send

I found it a bit confusing in the beginning having 2 pm systems. One for the site and one for the forums.
