Scenario:

Palpatine, Sith Lord attacks with force lightning 30. The closest enemy is a Yuuzhan Vong Ossus Guardian which is five squares away and has no cover. Behind the Ossus Guardian is a character that does not have Force Immunity, lets say it is an R7.

Question: Is the Ossus Guardian the legal target in this scenario even though it has force immunity or is it the R7?

The Ossus guardian is not a legal target for Force Lightning due to Force Immunity, but it is the nearest enemy, so Palps could not target either enemy with Lightning in your scenario.
