I know that they are both wanted abilities in their own right, but is it fair to say that accurate shot is probably the more desirable since it allows you to shoot anything you can see as opposed to sniper were you can not shoot the enemy if the have cover from an obstacle and are not the closest enemy?

Accurate Shot gives you more targets to shoot at, but they still get cover, but Sniper ignores cover provided by other characters, so fewer targets, but they have lower defense since they don't benefit from cover.
