If my attacker has an attack of 19 and the target enemy has an defense of 18, the only reason I would roll the die is to see if I can score a critical or not, right?

No, if you roll a 1 you automatically miss no matter what your bonus or attack score. In that case the numbers you are looking for are 20s or 1s.
