Relay orders= commanders? Options

Do units with Relay Orders count as commanders for purposes of:
Slave- within 6 or suffer penalty?
Rout- destroy a mouse droid and Rout activates?
Rookie-being near to gain bonus?

Well in the glossary it says that they extend the range of allied commander effects. They themselves are not commanders so in my opinion: no

The new, shiny toy (Techno Union Engineer) sparked the debate. How it, indirectly, counters Nom Bombs. If they get Slave, they lose SD if they go further than 6.

??? It only works on allies - so I am confused by how it counters Nom Bombs

Sorry. I meant Poggle Bombs. When the Drones become Slaves, they can't outrun their commanders otherwise they become Savage and thus, nerf their own efficacy.
