Does it count as two squares to move into a yellow or green square and an additional two squares to move off of it?

That's how it almost always works in practice, but the rule is that it costs *double* to move into a square that is yellow or green. So usually it costs two squares. However, sometimes you want to move diagonally - to avoid an attack of opportunity, for example. If you move diagonally into clear terrain it costs 2, so moving diagonally into a yellow or green square costs 4.
As harryg said, the cost movement is determined by what you move into, not what you move out of.

that explains alot. What if you move diagonally starting in a green or yellow square into another green or yellow square? Would that be 4 also?

Yes - still 4. The square you move from doesn't matter. All that matters is the square you move into. So moving from a green square diagonally into clear terrain only costs 2.
