Does Xizors +4 Attack and 10 Damage stack with Talon Karrde's effect?

No - they both give a straight stat boost. You get only the greater of the two. In this case, they're identical so you would just get +4atk/+10dmg. Commander effects that grant direct bonuses do not stack - however, if a commander effect grants a special ability (like Opportunist), the special ability would stack with another commander effect that grants a direct bonus.
