Perhaps the addiction of the long-awaited Hapans and similar fringe only bonuses would be enough to make them a solid Idependent faction? Some ideas:
Hapan, having shields when only fringe allied
Killik, bonus for only having killik pieces or "joiners"
New Nym Pirate Captain that gives pirates greater mobile attack and splash 20 if only fringe squad.
Goto (still waiting for our floating KOTOR 2 friend) giving allies/followers intuition if only fringe
Ashared Hett as a tusken fringe only booster
Hutt Cartel boosting bounty hunters
Han Solo, Hero of Nar Shadaa (bonus with all fringe smugglers and pilots getting twin attack)
Car'das with an epic CE
Plenty of untapped options

I think... The key to getting all Fringe squads any sort of thought is to continue giving abilities to Fringe only squads, or a new ability/old ability revised.
Not for Hire- This character may not be in a squad with any character besides the Fringe faction.
OR...
Rival- This character can only be in a Fringe Pure Squad
