Same targeting rules as with Troop Cart.
Passenger counts as the same distance as Thon, and has cover from the Mount ability. (Sniper doesn't take affect)
You can always target the passenger when adjacent to Thon (unless it has Diplomat or something)
If Thon is not in cover, and another enemy in cover is closer, passenger cannot be targeted without Accurate Shot or some other ability that ignores cover.
A passenger's Stealth or Cloaked would be in effect as usual depending on attacker's proximity to Thon.
I think that covers it...
