I assume that fire control from the battle droid officer's +4 stacks with GGDAC's +4 CE for a total of a +8 for an attacking, non-unique, droid, correct?

They are different abilities, so yes they do combine for the +8 attack.

correct, because one is from an SA (fire control), and the other is from a CE.
