So, once squad building is complete, do Peace Brigade Soldiers become fringe?? Or do they just become dormant? And if they do become fringe, come talon Kardde give them +4 and + 10??

Nope. They are essentially no faction. Not Fringe, not Yuuzhan Vong.

Now, would the squad still count as having 'only fringe characters' in that instance, since it's nothing?

No. They count as Yuuzhan Vong for purposes of squadbuilding, which is what is looked at when determining whether Talon's fringe-only stuff kicks in. By fielding one, you are fielding a Vong squad, even if the rest of the pieces are Fringe. The no-faction aspect is specifically for purposes of the PBS receiving effects that are scoped to a faction. (it doesn't get them) That is the intent as I understand it anyway. Edit:
Eh, what I wrote above may not be accurate from a rules standpoint, but in any case, per Sithborg's comment above they do not count as a Fringe character after squadbuilding so they would nullify Talon's effects, same as if a non-Fringe enemy character betrayed into your squad later.
