If a character is 2 spaces away and has melee reach 2 and attacks someone with evade, can that target roll for an evade?

Yes, they can. Evade says "nonadjacent", not "nonmelee."

Wouldn't this fall into the same range as the Self-Destruct rulings in regards to Melee Reach? (I don't completely understand those rulings myself. Would someone please explain them?)

That's what I thought SignerJ. For purposes of the attack, they are adjacent. Maybe someone else will chime in :)

When utilizing Melee Reach, characters within X squares are considered adjacent for all purposes. Thus, Evade will not trigger as they are considered adjacent.
