Does ion gun +20 apply to people with mounted weapon or only to a single non-living character?

I assume that the Golan arms or atgar cannon for example is considered living then? I only ask because I read somewhere recently that ion gun +20 affected characters with mounted weapon.

The Glossary definition of living states that only characters without Mounted Weapon are living. So, yes, Ion Gun would affect them.

The game is broken up into small parts, but there's a logic to it all. Sometimes convoluted logic, but there's logic. Skirmish is broken down into rounds... Rounds broken down into initiative and then phases... Phases broken down into activations... An activation normally consists of a single turn... A turn consists of a move and an attack (in either order and you can move farther if you don't attack)...
