If i shoot durge and he is activated because of jolt does he get his regeneration 20 because he is not moving?

No, he is CONSIDERED activated, he doesn't get his own turn if activated by Jolt, just like Jedi with Force Renewal don't gain a Force Point if they are activated by Jolt.

No, because he does not take a turn.
Normally things basically happen like this during an activation: (Activation begins) (Character is considered activated) (Turn begins) (Attacks, movement, etc.) (Turn ends) (Activation ends)
With jolt only one of those steps happens: (Character is considered activated)
He doesn't take a turn, so he doesn't get bonuses that trigger during a turn. He doesn't actually activate either... he is only considered activated. So he loses the chance to activate but doesn't get the bonuses that trigger when activating (such as Force Renewal).
On a somewhat related note, an activation and a turn are distinct things even though most of the time they happen together. Sometimes a character takes a turn without getting an activation. Some examples are Aing-Tii Flow-Walking, Pawn of the Dark Side, and Dominate. In those cases, abilities that trigger on a turn (such as Regeneration) would happen. Abilities that trigger on an activation (such as Force Renewal 1) would not happen. And perhaps most importantly, the character is not considered activated.
