DCI play does not exist for SWM anymore. Organized play does, but not DCI.
Printed Vset cards are fine. You only need one copy of each Vset card. Proxies do not have to be the official recommended mini and really the only rule is that it must be clear to both you and your opponent. The local judge will be the ultimate determinant of whether it's clear who the proxy represents.
I believe WotC cards would need to be originals, just like when the game was live, but that's just the rule on the books. Even for most regionals I don't think it would be enforced. Maybe for GenCon.
