Using Watto, I give Bastilla Shan (Sith) Slave Collar. Does she have to Intuit/Surprise Move towards an enemy or are they "outside of turn" movement and not affected ?

If they choose to use Intuition/Surprise Move, then they must abide by the restrictions of Savage. They can, however choose not to use those abilities.

Also, they are two separate optional actions. So I'm pretty sure that if you are 10 away from an enemy, you could use Intuition to pass through a square that is 6 away from an enemy and wind up in a square 8 away from the enemy. Then use Surprise Move to move another 6 squares away from the enemy. They are two separate moves of 6, as opposed to a single move of 12 like you would take on a normal turn. So even though you could have moved 12 (with Intuition/Surprise Move) you don't have to as long as it's impossible to get there at the beginning of the Intuition and it's also impossible at the beginning of Surprise Move.
