If an enemy rolls a one lets say your playing Kreia and Talon so the enemey joins your squad for the rest of the skrimish does that immediately stop Talons Commander Effect of +4 +10 if your squad was originally all Fringe to benefit from his CE?

Yes. While the character who betrayed is in your squad, Talon's CE will not take effect.

Note that "in your squad" includes your defeated characters. You would get the bonus back if the character betrayed again to go back to the original squad.

I believe so, yes.

But what happens if Kreia dies AFTER the character that was betrayed?
