The melee attack can be sent 6 squares away. This is one of those weird abilities. Doesn't make sense in "real world" logic, but thats how it works in the game.
No. Because in order for jar jar to draw fire, he has to be a legal target.
I'll let someone else verify, but I believe not. I THINK this only works for attacks, as the glossary text specifies attack (though the trigger for the ability just states "targets").

If no other character is within 6 squares, the attack has no effect. Make the save to redirect the attack before the attacker makes its attack roll.
