Just curious about the tournament rules for activation.

My understanding is that whoever ends up with initiative is only allowed to activate one of its characters. Does that mean that commander effects that grant an extra activation or ability cannot also be used?

Under normal circumstances, whoever goes first activates 1 character.

Commander effects that allow you to increase the number of activations in a phase can be used, as well as those that allow you to activate an additional character without it counting toward your number of activations that phase.

Due to how it is worded, General Dodonna's CE cannot be used. It allows you to choose to activate only 1 character, which is all you are normally allowed in the 1st phase anyway.

See Grand Moff Tarkin and Capt. Mar Tuuk (WotC) and also Marka Ragnos and Ki-Adi-Mundi Jedi Master (v-set) for examples.
