Can a character with both Master Speed and MotF 2 spend 2 FP's to use Master Speed twice on its turn?
I know I have played it that way but the question came up recently and I wanted to double check that I was or was not cheating again. :-)

No, that would be stacking. You can Master Speed + move faster though.

And for some reason you CAN move faster twice. Either that is not considered stacking or it is stacking but it is allowed. Not sure which but either way, it's legal.
