They do not. They are both "straight" bonuses. Each statistic (atk/def/dmg) can only be boosted by one commander effect - choose the largest for each stat. If a CE grants a special ability instead of a straight boost, then it is the SA that provides the boost (e.g. Thrawn granting Opportunist) so that would stack with a 'straight' bonus commander effect.
