Yes, there was talk about doing a community-designed booklet thing. It would be focused on variant forms of play, ranging from scenarios to basic rules of different kinds of games (e.g., King of the Hill, Royal Rumble).
I cannot remember exactly, but there might have been talk about custom stats and special abilities. I don't think that I was the main person for that, but I could be wrong.
Chances are that no maps will/would be included, since I don't think that there are any casual map makers left, and I currently don't have the time to teach myself how to make maps.
Funding wise, money would probably have been a big no-no. If someone else would be willing to deal with it, sure. But if the scenario booklet does go through, I myself do not want to touch any money during the process. Partly because of shaky legal reasons (copyright), partly because I just don't like messing around with money.
You have probably noticed that I am being very vague about whether the booklet will be made or not. At the moment, the entire idea has fallen flat on its face, mostly from a lack of involvement.
I can definitively state that the booklet will not be developed in the next few months. I just do not have the time to work on it during the school year, and everyone else interested is either too busy or doesn't want to be in charge.
However, once the school year ends for me, the situation will be different. I am a little hesitant to start working on the booklet because of the less-than-ideal response it received the first time around; nevertheless, I committed to the booklet, and I don't like backing out of my commitments. I am hoping that summer will give many of the people interested more free time for playtesting and design. But, in the event that does not happen, I probably will still release the thing by the end of the year, even if I have to make the entire booklet by myself. I don't like backing out of commitments.
