Is the Stormtrooper Commander's CE a instantaneous effect or an ongoing effect? That is, if he grants the +10dmg to an ally "until the end of his next turn", would an opponent have to disrupt the CE at that point when it is granted, or could they disrupt the effect later? For example, if the ally moves into a Disruptive bubble after having been granted the +10dmg, does he lose it? I think that he would lose it but wanted to check.

It is an ongoing effect. If either character would get disrupted, they would lose the damage bonus.
