Until I get that Capital City Map Pack, I realized that playing without the one inch maps was much more exciting and interesting for simple casual scenario games. So I thought playing on terrain and on the ground would be much more suited to my tastes, but I am not sure how rules and other various parts of the game would work. Explain?

As far as I know, there are no 3D-and-measuring-tape rules for SWM. However, the game is based on a 1-inch grid, so you could just translate that into measuring-tape inches if you wanted to. Commander Effects are often Range 6, so you'd just measure 6 inches from the commander to see if a piece is affected by it. I'm not sure what mechanism you'd use to determine cover though.
