Dessel's CE reads: Gloom Walkers gain Avoid Defeat and may reroll a save once per turn.
Does it apply to Gloom Walker Snipers as well, or only to characters named Gloom Walker?

It applies to those whose name contains Gloom Walkers.

Take general crux madine, he says commandos in your squad gain cunning attack +20. With the wording being so similar I would think the application would be the same. The elite rebel commando doesn't need a ability that says he counts as a commando. Nor most of the other commandos. So I would assume that this would have the same result. So I think gloom snipers should receive avoid defeat. How ever this wouldn't be the first time I was wrong.

That's because a commando is defined as someone whose name contains commando or has the Commando special ability. Contrast the ability to Mercenary where the character needs the ability to count as one. As Gloom Walker is not a defined term, any character with the string "Gloom Walker" in their name would be eligible for something that affects Gloom Walkers.
