If Wats gives a droid mark to a ally droid a few spaces away for the draw fire ability but is in cover... does the enemy who once was targeting wats have to target the droid even though it may not be a legal target as per the rules when determining targets because the droid is in cover?

As per the glossary, the enemy has to be able to legally target the character with Draw Fire for it to work.
