Simple question: if both players have intuition, and both want to use it, how does play proceed? Is there an official order for who uses intuition first?

It is determined by initiative order.
Whoever is going first (whether they won init and chose, or lost init and their opponent chose them) does all their pre-turn movement stuff (intuition, surprise move, aing-tii flowwalking, T Series Tactical Droid, Surprise Attack, etc), then whoever is going next does all their stuff until all players have done their thing. Then the player going first goes first.
