In a recent game my Klat Capt hit Cad Bane BH who had two adjacent mouse droids. My opponent pointed to one of the mouse droids, declared hostage shield and rolled the save. I reminded him he was supposed to roll for splash damage but we were fuzzy on the order. He rolled for splash and the mouse droid he had pointed to for Hostage shield failed and was defeated. The other mouse droid (he had not designated for hostage shield) survived. Since we were unsure on the correct sequence he elected to put the damage on Cad BH. It did not matter to the outcome of the game as he still won.
Does my opponent get to use Hostage shield and get to have the effect resolve before making the splash rolls? Do I get to choose the order they resolve since I am the acting player?? Can he wait until after the splash saves and then use Hostage shield?

Splash is when hit, Hostage Shield is when the character takes damage. Being hit happens first, so fully resolve Splash, then resolve Hostage Shield.
In your case, he could have chosen the surviving Mouse and used Hostage Shield. If both mice failed their save, though, he couldn't use it at all.
It works the same way with Bodyguards. If you had a 10 HP Bodyguard, you would resolve the splash before resolving Bodyguard, so it's possible that you could be unable to use Bodyguard on the hit if it gets killed by Splash.
