Location: Akron Ohio, just south of dantooine.
Both have the same wording on the card, but per the glossary the Mando BR lets you move before the first activation, the Vong BR before the first initiative roll. Is this how it is supposed to be?

After initiative along with the other pre-round items (but only for the first round, obviously).
